Hellas Planitia's local civil time is derived from the Arabia Terra reference (MCT) with a +02:40 offset. This is not an independent standard — it is a regional display derived from MCT.

Hypothesis — Resource Potential
Hellas is confirmed as Mars's deepest impact basin (~8 km), with USGS-documented evidence of hydrated phyllosilicates and past ice/lake deposits. Water and mineral resource potential is real; a designated "mining base" function is an interpretation drawn from that potential, not an official designation.
